Mooresville Moves Forward with Downtown Parking Deck Planning

MOORESVILLE, NC — After years of discussion, Mooresville is taking a major step toward solving its downtown parking challenges. Town commissioners recently approved a $251,030 contract with Balfour Beatty to conduct preliminary design work for a potential multi-level parking deck in the 100 block of North Church Street, between Center and Moore Avenues.

A Long-Awaited Project

For over a decade, town officials have explored ways to improve parking accessibility downtown, with previous plans including a public-private partnership that did not move forward. Last year, the town opted to pursue an independent approach, leading to this initial investment in design and feasibility studies.

What’s in the Works?

If built, the proposed parking deck could include:
450 parking spaces
Surface lot improvements
Streetscape & alleyway upgrades
Underground utility enhancements

The preliminary design phase will help determine the best layout and cost estimates for the project. The town expects to receive a 50% completed schematic design from Balfour Beatty this spring.

Financial Considerations

Previous estimates have suggested a price tag between $20-$25 million for a parking deck. However, town officials believe financing options, such as bonds, could allow the project to move forward without a tax increase.

What Happens Next?

This initial phase does not commit the town to full construction. The findings from the preliminary design study will guide the next steps, and town leaders will decide later this year whether to proceed with the project.

Will There Be a Parking Fee?

It’s unclear at this stage whether the parking deck will be free or have a fee. Town officials have not made any announcements, and future decisions may depend on funding, maintenance costs, and overall project planning.
